CCB eligibility for work permit holders, students and new immigrants

Short answer

CCB eligibility for work permit holders begins once you have lived in Canada throughout the previous 18 months and hold a valid permit in the 19th month. Nothing is paid for the first 18 months. If your spouse or partner is a citizen or permanent resident, the wait does not apply. Permanent residents and protected persons qualify without the 18-month rule.

CCB eligibility for work permit holders: the 18-month rule

A temporary resident can receive the CCB only after two conditions are met together. You must have lived in Canada throughout the previous 18 months, and you must hold a valid permit in the 19th month. The first payment covers the 19th month at the earliest.

The permit must be a real grant of status. A document marked "does not confer status" or "does not confer temporary resident status" does not count. Work permits, study permits and other permits that give temporary resident status can qualify, provided the 18-month clock has run.

CCB eligibility for temporary residents: the spouse exception

The status test applies to the applicant or the applicant's spouse or common-law partner. If one partner is a Canadian citizen, permanent resident, protected person or registered under the Indian Act, the family can qualify right away, even if the other partner is on a work permit.

This matters most in two-parent homes, because the CRA presumes the female parent is the one who applies. If she holds a work permit and her husband is a permanent resident, she can still apply without the 18-month wait because his status satisfies the test. The other residency and care rules are on the CCB eligibility page.

CCB eligibility for new immigrants and protected persons

The 18-month rule applies only to temporary residents. Other newcomers qualify as soon as they are residents of Canada for tax purposes and meet the care conditions.

Applying as a newcomer: forms and documents

Newcomers apply by mail: the CRA's instructions for newcomers and returning residents are to fill out and sign Schedule RC66SCH and mail it with Form RC66 to your tax centre. Apply in the month you first meet all the conditions; the CRA says that if you apply before you qualify, it registers your children only for the Canada Groceries and Essentials Benefit and other programs, and you must apply again for the CCB later.

  1. Complete Form RC66, Canada Child Benefits Application.
  2. Complete and sign Schedule RC66SCH, Status in Canada and Income Information. It is required if you became a resident of Canada in the last two years, and it reports your world income for the years before you arrived.
  3. Attach proof of your immigration status, such as your work or study permit, confirmation of permanent residence or the Immigration and Refugee Board decision.
  4. Attach proof of residency and the child's birth certificate if the CRA asks, especially if you are applying for months more than 11 months back.
  5. If your spouse or partner was a non-resident for part of the year, add Form CTB9.
  6. Mail the package to your tax centre and keep copies of everything you send.

After the first year, you and your partner must file Canadian tax returns every year to keep the payments going, even with little or no income.

Expect the paper timeline. The CRA's service standard for 2026-2027 is to send a notice and payment within 11 weeks of receiving a paper CCB application, compared with 8 weeks for a digital one, a goal it aims to meet 95% of the time.

Can you get CCB on a work permit renewal or maintained status?

Yes, but only if the CRA knows about it in time. Your payments stop if your permit expires and the CRA has no record of a renewal. Send a copy of your renewed or extended permit through Submit documents in your CRA account, or by mail to your tax centre, as soon as you have it. If your permit expired and you did not apply for a renewal or extension before the expiry date, the CRA says your benefits will stop and you need to contact IRCC to restore your status.

If you applied to extend your permit before it expired and are still waiting for IRCC's decision, you are on maintained status. The CRA accepts a copy of IRCC's letter or a screenshot from the IRCC online portal confirming the extension is in progress. Send it before your current permit's expiry date.

Timing matters. In a 2025 review, the Taxpayers' Ombudsperson found that status updates often take the CRA 14 weeks or more to process, and that 14,670 taxpayers had CCB payments stopped because of citizenship status in 2023-24. If your payments stop, see CCB payments stopped for how to restart them.

Back payments after the 18 months

Once you are approved, the CRA calculates the benefit from the month you became eligible, so a slow application or a long review can end with a lump sum covering the missed months, followed by regular payments on the usual dates. Requests going back more than 11 months need extra supporting documents.

For an estimate of the amount, use the CCB calculator; if your child has a disability, the Child Disability Benefit can be added once the disability tax credit is approved. If you share custody with the other parent, read CCB and shared custody. The Canada Child Benefit guide has the 2026 payment dates.

Common questions

Can temporary residents get CCB?

Yes, after living in Canada throughout the previous 18 months and holding a valid permit in the 19th month. If a spouse or common-law partner is a citizen or permanent resident, the family can qualify without that wait.

What is the 18-month rule for CCB?

It is the condition that a temporary resident must have lived in Canada for the full previous 18 months before CCB can be paid. Eligibility starts in the 19th month, provided the permit is valid then.

Can I get CCB on maintained status?

Yes. If you applied to extend your permit before it expired, send the CRA a copy of IRCC's letter or a portal screenshot showing the extension is in progress, ideally before your permit expires, so payments do not stop.

Do international students get the Canada Child Benefit?

A study permit holder with a child can qualify under the same 18-month rule as a work permit holder, as long as the permit gives temporary resident status and they are a resident of Canada for tax purposes.

Do I get CCB for the first 18 months once I qualify?

No. The CCB for a temporary resident starts no earlier than the 19th month. The months before that are not paid retroactively.

Can refugee claimants get CCB in Canada?

Not on the strength of the claim alone. The CRA says a person who holds a Refugee Protection Claimant Document is not eligible. Once the Immigration and Refugee Board gives a positive decision, you are a protected person and can apply without the 18-month wait.
