Is CPP taxable? How Canada Pension Plan income is taxed
Short answer
Yes, every Canada Pension Plan (CPP) benefit is taxable income in Canada, including the retirement pension and the disability, survivor's, children's and death benefits. Service Canada does not deduct tax unless you ask, so many retirees owe at filing time. You can request monthly deductions online or with form ISP3520CPP. Non-residents have 25% withheld automatically unless a treaty lowers it.

Is CPP taxable income in Canada?
Yes. The CPP is taxable income in Canada, and it is taxed at your normal federal and provincial rates like employment income. There is no special low rate for pension money, and no part of the monthly payment is tax-free.
The answer to "is CPP taxed" is the same for every CPP benefit type. The retirement pension, disability benefit, post-retirement disability benefit, survivor's pension, children's benefit and death benefit are all taxable. What changes is whose return the income goes on and which line you use.
| Benefit | T4A(P) box | Reported on | Whose return |
|---|---|---|---|
| Retirement pension | 14 | Line 11400 (via box 20) | The pensioner |
| Survivor's pension | 15 | Line 11400 (via box 20) | The survivor |
| Disability benefit | 16 | Line 11400, and also line 11410 | The disabled contributor |
| Children's benefit | 17 | Line 11400 (via box 20) | The child, even if a parent received it |
| Death benefit | 18 | Line 13000 or a T3 return | The beneficiary or the estate |
| Post-retirement benefit | 19 | Line 11400 (via box 20) | The pensioner |
Box 20 of the T4A(P) is the total of boxes 14 through 19. You enter box 20 on line 11400 and do not add the individual boxes again. Tax already deducted appears in box 22 and goes on line 43700.
Is CPP taxed at source
Not by default. For people living in Canada, Service Canada pays the gross amount and leaves tax to you. A retiree getting $858.34 a month, the average for new retirement pensions at 65 in July 2026, receives $10,300.08 over the year with nothing withheld, and that amount stacks on top of any Old Age Security, RRIF or workplace pension income.
The CPP payment itself rarely creates a tax bill on its own. The bill shows up when CPP is added to other income that is also under-withheld. OAS, for example, is also paid without tax taken off unless you ask, as explained on is OAS taxable.

How to have tax withheld from CPP
You can start, change or stop voluntary federal income tax deductions at any time. Service Canada offers three routes.
- Sign in to My Service Canada Account, go to the Canada Pension Plan section and choose Change my tax deductions, then set how much federal tax you want taken from each payment.
- Or complete form ISP3520CPP, Request for voluntary Federal Income tax Deductions CPP/OAS, and mail it to Service Canada or drop it at a Service Canada office.
- Or ask Service Canada by phone to set up the deduction for you.
How much to ask for
Look at last year's notice of assessment. If you owed $1,800 at filing time and your income has not changed, asking for $150 a month from CPP would roughly cover it. Spread the amount between CPP and OAS if you prefer smaller deductions from each. The 2027 federal tax brackets and basic personal amount have not been published yet; the CRA is expected to release them in November 2026, so a request made now is best based on what you owed for 2025.
The T4A(P) slip and your tax return
Service Canada issues T4A(P) slips early each year for the previous year. You can view and print yours in My Service Canada Account or in CRA My Account, and a paper copy is mailed if you are not registered online. Tax software that uses Auto-fill my return pulls the slip in automatically.
Back pay and lump sums
If a lump-sum CPP payment in one year includes $300 or more that belongs to earlier years, report the whole amount on line 11400. The CRA will then tax the earlier-year parts as though you had received them in those years, when that is better for you. Keep the Service Canada letter showing the year-by-year breakdown. See CPP retroactive payments for how back pay is calculated.
Credits that do not apply to CPP
CPP does not qualify for the $2,000 federal pension income amount on line 31400; the CRA lists CPP, QPP and OAS as ineligible. Couples can instead look at CPP pension sharing, which is arranged through Service Canada rather than on the tax return.
Is CPP taxable for non-residents
Yes, but it is handled differently. If you live outside Canada, Service Canada withholds non-resident tax of 25% from each CPP payment automatically. A tax treaty between Canada and your country can lower that rate or remove it.
- Non-residents receive an NR4 slip instead of a T4A(P).
- Form NR5 asks the CRA to reduce the amount withheld if you live in a country without a tax treaty with Canada. Service Canada says it must be sent by October 31 (so by October 31, 2026 for lower withholding from January 2027), and once approved it is valid for five years unless your income changes.
- A section 217 election lets you file a Canadian return on CPP and similar income and possibly recover part of the tax withheld.
Is CPP taxable in the US?
For US residents, Canada takes no non-resident tax: Service Canada's rate table lists the United States at 0% for CPP or QPP pensions and death benefits. The US taxes the payments instead. IRS Publication 915 says social security benefits paid by Canada to US residents are treated as US social security benefits for US income tax, so they go on line 1 of the publication's Worksheet 1 together with any US Social Security.

Planning around taxable CPP
Because CPP counts as income, it also feeds into income-tested programs. It raises the net income used for the OAS recovery tax and reduces the Guaranteed Income Supplement. If you are timing your start date, read can I get CPP and OAS at the same time before you apply.
Payments continue on the usual CPP payment dates whether or not tax is deducted.
Step by step
Estimate your shortfall
Check last year's notice of assessment to see how much tax you owed at filing time.
Choose a monthly amount
Divide the shortfall by 12 to get a monthly deduction to request from CPP.
Submit the request
Use Change my tax deductions in My Service Canada Account, or mail form ISP3520CPP.
Confirm on your deposit
Check that the next payment is lower by the amount you chose, and review the box 22 total on your next T4A(P).
Common questions
Is CPP taxed twice if I also pay tax at filing time?
No. Any amount withheld from your CPP appears in box 22 of your T4A(P) and is credited on line 43700. You only pay the balance, or get a refund of any excess.
Why did I owe tax after starting CPP?
Service Canada does not withhold tax unless you ask. When CPP is added to OAS and other pensions with low withholding, the total tax due is often more than what was deducted during the year.
Can I stop tax deductions from my CPP?
Yes. You can change or cancel the amount at any time through My Service Canada Account or by sending a new ISP3520CPP form.
Is the CPP children's benefit taxable to the parent?
No. The CRA treats the children's benefit as the child's income, even when the parent receives the payment. It usually creates no tax for the child.
Is the CPP survivor benefit taxable?
Yes. The survivor's pension is taxable income for the surviving spouse or common-law partner. It appears in box 15 of the survivor's T4A(P), is already included in box 20, and goes on line 11400 of the survivor's own return. No tax is withheld unless the survivor asks for deductions.
Is CPP tax deductible?
The CPP you receive is not deductible; it is taxable income. The CPP you pay while working is treated differently: base contributions on employment income give a tax credit on line 30800, and enhanced contributions are deducted on line 22215, both worked out on Schedule 8, or on Form RC381 if you also paid into the QPP.
Is CPP taxable in Quebec?
Quebec residents normally receive the Quebec Pension Plan instead, which is also taxable. Anyone in Quebec who receives CPP reports it the same way, on both the federal and Quebec returns.
Do I get a tax slip for CPP?
Yes. Canadian residents get a T4A(P) early each year, and non-residents get an NR4. Both are available online in My Service Canada Account.
